Hervé Ndoba has served as the Minister of Finance and Budget for the Central African Republic (CAR) since June 2021, spearheading a transformative agenda focused on infrastructure-driven growth, fiscal sustainability, and regional economic integration.
Before entering public service, Mr. Ndoba built a distinguished career in the private sector, holding key leadership roles across sub-Saharan Africa. In 2013, he served as Chief Administrative and Financial Officer for a port towing conglomerate in Côte d’Ivoire, where he successfully led the consolidation of the group’s subsidiaries across the region. Earlier, in 2008, he was Director of Finance and Management Control for a construction and public works company, while simultaneously founding a consulting firm in Abidjan. His early career included freelance work in finance and organizational auditing, further honing his expertise in financial management and strategic planning.
Mr. Ndoba holds an Executive Master’s degree in Financial Engineering, equipping him with the analytical and strategic acumen to navigate complex financial landscapes.
As Minister, he has championed CAR’s accession to the Africa Finance Corporation (AFC), unlocking innovative funding mechanisms and attracting private investment in critical sectors such as energy, transport, and natural resources. He also serves as Chair of the Board of Governors of FAGACE, a regional institution dedicated to economic development through financial guarantees and resource mobilization.
In 2025, Mr. Ndoba played a pivotal role in hosting the African Caucus in Bangui, a landmark event that convened African finance ministers and global financial leaders. This initiative underscored CAR’s commitment to resilient infrastructure and sustainable resource management.
